Job Title: Resident Liaison Officer (RLO) – SHDF Retrofit Framework
Location: Base Office: Swindon | Patch Coverage: Hampshire, Dorset, Wiltshire, Berkshire & Buckinghamshire
Pay Rate: £23.00 per hour (Umbrella) OR £17.32 per hour (PAYE)
Contract Type: Temp to Perm (November 2026 Start | Permanent Salary: ~£34,000 per annum upon rollover)
Working Hours: Full-Time, 42.5 hours per week (Monday to Friday)
Essential Requirements: Proven RLO experience in social housing, full UK Driving Licence & access to a reliable vehicle.

We are urgently recruiting a customer-focused, proactive Resident Liaison Officer to join an established housing services team based out of Swindon (Ergo Business Park). You will act as the vital communication bridge between residents, client housing managers, and site delivery teams across a major Social Housing Decarbonisation Fund (SHDF) retrofit rollout.
This workstream involves multi-measure decarbonisation upgrades across regional social housing stock—specifically focusing on Solar PV installations, Air Source Heat Pumps (ASHP), and energy efficiency retrofits.

Key Responsibilities:
Resident Engagement & Communication: Act as the first point of contact for tenants, conducting initial home visits, induction consultations, and explaining planned retrofit works (Solar PV, heat pumps, insulation).
Access Management: Work closely with site supervisors and sub-contractors to schedule, confirm, and maintain tenant access for survey teams and installation crews.
Vulnerability & Needs Assessment: Identify vulnerable residents, complete home condition assessments, and put tailored support measures in place to minimize disruption during active works.
Complaint Resolution & Aftercare: Handle tenant inquiries, manage complaints proactively to resolution, and carry out post-installation satisfaction surveys and handovers.
Site Administration: Maintain accurate daily resident contact logs, tracker updates, and site reporting for regional operational managers.
Candidate Profile & Requirements:
RLO Experience (Essential): Proven track record as a Resident Liaison Officer, Tenant Liaison Officer, or Customer Care Officer within social housing, planned maintenance, or retrofit schemes.
Retrofit / SHDF Familiarity: Prior experience working on SHDF, energy efficiency, Solar PV, Air Source Heat Pump (ASHP), or EWI projects is highly advantageous.
Mobility & Driving Licence: Full UK Driving Licence and access to a vehicle to cover regional patch visits across Hampshire, Dorset, Wiltshire, Berkshire, and Buckinghamshire when required.
Communication Skills: Exceptional interpersonal, conflict resolution, and empathetic customer care skills when working with diverse resident groups.
Location: Able to report into the Swindon office hub (Ergo Business Park, SN3 3JW) and travel across assigned regional patches.
