We are currently recruiting for a Development Control Engineer for our client based in Barnet.
The Development Control Engineer will provide professional highway and engineering advice in relation to development proposals. The role will be responsible for processing highway applications, assessing technical submissions, providing advice on planning applications and ensuring that highway works associated with development comply with relevant legislation, standards and specifications.
Responsibilities for Development Control Engineer:
- Process and manage highway applications and technical approvals under Sections 38, 184 and 278 of the Highways Act 1980.
- Process Stopping Up applications, Highway Licences, Projection Licences and other highway-related applications under the Highways Act 1980 and Town and Country Planning Act 1990.
- Provide professional highway advice on planning applications, assessing the potential impact of proposed developments on the highway network.
- Review and technically approve highway submissions, ensuring compliance with current legislation, regulations, standards and specifications.
- Liaise and negotiate with Legal Services, developers, consultants, contractors and other third parties in relation to highway agreements, Stopping Up Orders and licences.
- Provide professional advice to developers on highway design, construction and technical requirements.
- Prepare cost estimates for highway works associated with development management schemes.
- Attend meetings, technical groups and stakeholder forums and represent the Highway Authority when required.
- Visit development sites to inspect highway works and ensure construction is in accordance with approved drawings, specifications and relevant standards.
- Identify issues during site inspections and provide appropriate engineering solutions to resolve technical problems.
- Maintain accurate records and databases of applications, financial income, bonds, deposits, fees and other relevant information.
- Review and manage highway development deposits, bonds and fees.
- Review invoices and ensure appropriate payment allocations.
- Maintain accurate financial records and support the preparation of monthly financial and performance reports.
- Prepare technical reports, correspondence, briefs, evidence, policy-related letters and other documentation appropriate to the requirements of the role.
- Respond professionally and courteously to enquiries from elected Members, members of the public, developers and other stakeholders.
- Provide a professional and customer-focused technical service that supports the Council's wider objectives and commitment to continuous improvement.
- Ensure all work complies with Health and Safety, Equalities, GDPR, Data Protection, Information Governance and Financial Regulations.
- Maintain up-to-date knowledge of relevant highway legislation, technical standards, regulations and industry developments.
Requirements for Development Control Engineer:
- Minimum of 2 years' post-graduate experience in a relevant highways or civil engineering environment.
- Extensive experience managing Section 38 and Section 278 highway projects, including technical audits and highway adoption processes.
- Good knowledge of highways and transport policies, with a sound working knowledge of relevant legislation.
- Understanding of Health and Safety legislation and requirements relating to the construction industry.
- Proven experience of supervising contractors and managing highway-related works.
- Ability to manage multiple projects and applications, prioritising workloads effectively and working from inception through to completion
