Operational Support Administrator (Community & Waste Services)
Location: Devonport, Plymouth (Hybrid – minimum 2 days on site)
Hours: 37 per week, Monday–Friday
Pay: £17.47 per hour
Assignment: This is a temporary role appointed to cover a secondment, expected to run until May 2027, though the end date may be brought forward subject to operational needs.

About the Role
We are seeking a highly capable, detail‑driven Contract Administrator to support the South West Devon Waste Partnership and the Community Visitor Centre in Devonport. This hybrid role combines high‑level administration, contract support, invoicing, community engagement, and operational coordination.
This position requires someone who excels in structured administrative environments, can manage multiple priorities, and is confident handling sensitive information, complex documentation, financial processes, and public‑facing responsibilities.
Key Responsibilities (Strong Administrative & Invoicing Focus)
Contract, Data & Financial Administration
Deliver high‑quality administrative support across all contract functions
Maintain, update, and control contract documentation, logs, registers, and compliance records
Produce accurate minute‑taking for meetings, briefings, partnership discussions, and operational reviews
Verify, reconcile, and audit data including tonnage records, financial information, and contract performance metrics
Process, verify, and support invoicing activities, including checking contractor invoices, reconciling data, preparing payment recommendations, and ensuring financial accuracy
Prepare structured reports, summaries, and updates for managers, partners, and stakeholders
Ensure all records meet governance, confidentiality, and data‑protection standards
Support the management of contract budgets, expenditure tracking, and financial documentation
Assist with monitoring compliance with waste legislation and council protocolsOperational & Community Support
Provide day‑to‑day administrative support to the Community Visitor Centre
Manage bookings, scheduling, visitor coordination, and enquiry handling
Support school education visits, liaising with educational officers and community partners
Maintain communication logs, visitor records, and engagement tracking
Assist peers and management with operational tasks, planning, and coordination
Uphold safeguarding standards (DBS required)Stakeholder & Council Interaction
Liaise with council partners, contractors, educational officers, and community groups
Provide clear, professional communication on behalf of the team
Support partnership meetings, including preparation of agendas, papers, minutes, and follow‑up actions
Represent the service professionally when interacting with the public, schools, and external organisationsAbout You
We are looking for someone with exceptional administrative capability, ideally with experience in a council or public‑sector environment.
You will bring:
Strong administrative background with proven organisational ability
Excellent minute‑taking and documentation skills
Confidence managing complex data, spreadsheets, reporting, and invoicing processes
Experience in a council, regulated, or public‑sector setting (highly beneficial)
Knowledge of waste legislation or environmental services (advantageous)
Ability to work independently, prioritise tasks, and manage deadlines
Strong communication skills with the ability to engage with the public, schools, and stakeholders
Professionalism, reliability, and a proactive approach
Comfort working in a hybrid role (minimum 2 days on site)
