Role Overview
Suffolk Highways is a long-term highways contract secured in 2023 for up to 20 years. The contract delivers a wide range of highway maintenance and improvement activities across Suffolk.
We are seeking an experienced Scheme Delivery Manager to support the delivery of high-quality highway services. This is a hands-on freelance role, responsible for managing site delivery, subcontractors, and multiple workstreams to ensure schemes are delivered safely, on time, and within budget.
Key Responsibilities
Lead day-to-day site delivery of schemes ensuring compliance with health, safety, quality, and environmental standards
Plan and manage programmes, resources, labour, plant, materials, and subcontractors
Maintain high standards of site safety and environmental control
Liaise with stakeholders including network managers, local authorities, designers, and community groups
Ensure Construction Phase Plans, method statements, and safe systems of work are in place before work begins
Ensure all site personnel and subcontractors are competent and fully trained
Take ownership of project progress reporting and site records, including site diaries and as-built information
Support development of construction programmes, phasing plans, and method statements
Build strong relationships with key supply chain partners
Support Early Contractor Involvement, buildability reviews, and Traffic Management planning
Contribute to Value Management and Value Engineering activities
Ensure compliance with company procedures and reporting requirements
Required Experience & Qualifications
SMSTS or IOSH
CSCS Card
HNC / Degree (desirable, not essential)
Full UK Driving Licence
Proven experience delivering highways or civil engineering projects in a site management / scheme delivery capacity
Strong leadership, communication, and organisational skills
Commercial awareness and cost control experience
Proactive approach with the ability to identify and implement improvements
