Position Overview:
The People Operations Manager is a member of the management team, and s/he is required to manage the people operations department, overseeing administration of hiring, retention, staff development, termination, personnel records, legal compliance, compensation, benefits, and long-term staffing strategies. Responsibilities include ensuring the administration and management of personnel rules and regulations, pay and job classification structure, and programs for employee training, safety, health, morale, and other duties consistent with the guidance from the Country Director and Global Office. This position will report to the Country Director and is based in Pretoria.
Primary Duties & Responsibilities:
- Lead the coordination and monitoring operational systems for managing necessary human resource functions to implement the approved policies.
- Review and supervise the development of a personnel policies and revise as necessary based on the standard global/regional office HR policies.
- Ensure compliance with labour related legal requirements and government reporting regulations affecting the human resource functions.
- Act as a primary contact with the concerned government department with respect to the human resource issues.
- Oversee necessary position description updating in consultation with the respective line managers, regional office and Global Office.
- Oversee the maintenance of the employee database, currently in Workday (HRIS).
- Develop HR Budgets and manage spending.
- Supervise the facilitation of the management team’s workforce plan development.
- Ensure the development and accurate maintenance of the human resource information system.
- Analyze and communicate information for human resource decisions in the organization.
- Manage standard recruiting and placement practices and procedures consistent with Global Office guidance.
- Ensure an appropriate level of human resource support to meet the existing and anticipated business needs of Room to Read Country Office.
- Provide necessary resources to line managers and employees- workshops, manuals, employee handbooks and standardized reports to enable them to achieve their management responsibilities.
- Ensure the review, maintenance and implementation of an effective employee performance management system and train staff.
- Provide advice and support for performance management issues and assist managers in the effective implementation of performance reviews.
- Implement a training and development (capacity building) process to ensure that appropriate development needs are effectively met on a timely and cost-effective basis.
- Organize and coordinate both in house and off-site staff training and development programs to meet the identified development needs.
- Facilitate the effective and efficient implementation of our RtR-wide HR initiatives e.g., Diversity, Equity and Inclusion, capacity building, succession planning and on-boarding.
- Facilitate the review and recommended changes to Country Office remuneration structure, pay policies, employee benefit programs; pension, medical aid, risk benefits, safety and health program consistent with RtR guidance.
- Conduct annual salary benchmarking in accordance with Global Office guidance.
- Determine and recommend employee relations practices necessary to establish positive employee-employee relationships and employee-employer relationships.
- Lead the restructuring process as and when required.
- Ensure that the organization’s and the employee’s interests are protected, and the policies/ practices of the organization are legally compliant.
- Process and manage all disciplinary and grievance processes and procedures as per the employee handbook and in line with legislation.
- Investigate complaints and recommend appropriate action.
- Participate and conduct meetings with relevant Human Resource Management organizations.
- Represent Room to Read at relevant meetings and occasionally assist in hosting key donor visits.
- Provide regular updates on Human Resource activities and plans at regular meetings with management and with staff.
- Provide stewardship of the organization culture and facilitate its institutionalization.
- Supervise team members to ensure effective and efficient Human Resource activities execution.
- Actively participate as a member of the Country Management Team, providing general senior leadership for the Country Office.
- Participates in any other activities which may be required to fulfil the objectives of the organization.
Qualifications and Experience:
Required:
- Minimum 5 years of relevant experience in HR.
- Bachelor’s degree in human resource management, business administration or a related field.
- Experience leading the execution of human resource initiatives.
- Ability to effectively work with employees at all levels of the organization.
- Experience handling sensitive matters with tact and diplomacy.
- Strong knowledge of HR best practices, employment laws, and regulations.
- Excellent communication and interpersonal skills.
- Ability to handle sensitive and confidential information with discretion.
- Proficiency in Microsoft Office Suite.
- Strong problem-solving and decision-making abilities.
- Exceptional organizational and time-management skills.
- Demonstrated leadership and team collaboration skills.
Preferred:
- Non-profit background.
- Post graduate degree in HR or related field
