Introduction
The Petroleum Oil and Gas Corporation of South Africa (PetroSA) is the national oil company of South Africa and is registered as a commercial entity under South African law. PetroSA is a subsidiary of the Central Energy Fund (CEF), which is wholly owned by the State and reports to the Department of Energy. Job Purpose
The role of the Project Engineer is to professionally manage the engineering and technical aspects of the Topside and Subsea projects in compliance with corporate governance and in synergy with all stakeholders to ensure achievement of project objectives.
Responsibilities
- Manage the scope of projects/assignments and develop or manage the project execution plan ensuring that it is clearly defined to teams and all stakeholders and adhered to through the lifecycle of the project.
- Monitor/supervise/execute the preparation of project/assignment schedules and schedule review plans in order to meet the planned schedule and ensure that the project is completed within schedule in accordance with the specific quality objectives and budget.
- Prepare and submit reports, including financial, on projects/assignments according to the relevant ISO, SABS and international standards.
- Maintain and monitor the risk register to ensure that the project plan and quality objectives function uninterrupted and the project costs remain within budget.
- Implement and monitor the project communication plan to all key stakeholders.
- Provide technical support and guidance to project teams, monitor the project performance, identify gaps and recommend appropriate actions where necessary.
- Oversee and monitor the performance of contractors against SLA’s and performance standards during each of the project phases.
- Coordinate the issuing of tenders (Joint Ventures Contracts Committees), contribute/supervise and co-ordinate the technical input into the tender evaluation process to ensure that all tender documents (technical) are complete and meet required standards.
- Coordinate and monitor that all SHEQ requirements are adhered to.
- Provide input in identifying a multidisciplinary Project Team to ensure that all the required disciplines are part of an integrated project team and facilitate in attaining deliverables pertaining to their areas e.g. identifying and implementing training and development needs.
- Provide input, monitor the project/assignment budget.
- Provide a consultative role to the Project Teams regarding project plan, scope and costs.
- Develop and implement personal learning growth plans.
Minimum Qualifications
- Advanced Diploma (NQF Lev7)/ Bachelor’s Degree in Engineering.
- 7 years engineering work experience of which 5 years were spent in project execution preferably in the Exploration and Production industry.
- PetroSA policies and procedures.
- Public Finance Management Act.
- Preferential Procurement Policy.
- Project control tools and methodology.
- South African legislation relating to SHEQ (e.g. Mine Health and Safety Act; Occupational Health and Safety Act).
- Technical project performance management.
