We are currently recruiting for a Environmental Health Officer- Housing for our client based in Haringey.
The Environmental Health Officer- Housing will be responsible for investigating complaints, carrying out inspections and taking appropriate enforcement action to ensure privately rented properties meet statutory housing standards.
The role will contribute to improving living conditions for residents in the private rented sector by identifying hazards, investigating non-compliance and working with landlords and tenants to achieve appropriate remedial action.
Key Responsibilities for Environmental Health Officer- Housing:
- Carry out Private Sector Housing and Public Health inspections and visits, including investigations relating to:
Poor housing conditions, Poor housing conditions, Pest control, Draining, Housing-related nuisance, Licensing conditions and other environmental and public health concerns
- Investigate complaints relating to poor property conditions, hazards and housing-related nuisance within the private rented sector.
- Inspect properties and gather accurate information and evidence to identify housing hazards and risks.
- Assess the nature, severity and urgency of housing hazards and determine the appropriate action required to remedy identified problems.
- Apply appropriate investigation and evaluation techniques when assessing housing conditions and potential risks.
- Identify cases requiring intervention from senior officers or specialist teams and escalate matters appropriately.
- Investigate cases of landlord non-compliance and take appropriate enforcement action in accordance with relevant legislation, policies and procedures.
- Monitor compliance with property licensing conditions and investigate potential breaches.
- Provide landlords, tenants and other service users with clear advice, guidance and information regarding housing standards, licensing requirements and relevant legislation.
- Communicate effectively with tenants, landlords, agents, contractors, internal departments and external stakeholders.
- Maintain accurate records of inspections, investigations, complaints, evidence and enforcement activity using relevant council systems.
- Prepare correspondence, reports and other documentation relating to investigations, property conditions and enforcement cases.
- Work collaboratively with other Council services and external agencies where cases involve wider housing, environmental health, public health or safeguarding concerns.
- Keep up to date with relevant housing, licensing, environmental health and public health legislation, guidance and Council procedures.
- Adopt a risk-based approach when prioritising complaints, inspections and enforcement activity.
Requirements for the Environmental Health Officer- Housing:
- Experience of working within housing, environmental health, private sector housing, property compliance, licensing or a related local authority environment.
- Understanding of housing standards and the ability to identify property hazards and poor housing conditions.
- Experience of investigating complaints, gathering evidence and assessing information accurately.
- Knowledge or understanding of private sector housing legislation and property licensing requirements.
- Ability to communicate effectively with tenants, landlords, agents and other stakeholders, including when dealing with potentially difficult or sensitive situations.
- Ability to work independently and as part of a wider Housing Standards/Enforcement team.
Desirable Experience
- Experience working within a Private Sector Housing or Housing Standards team.
- Experience carrying out housing inspections and investigating property condition complaints.
- Experience of housing licensing schemes, including HMO or selective licensing.
- Experience of formal housing enforcement action and dealing with non-compliant landlords.
- Knowledge of relevant Housing Act, Environmental Protection and Public Health legislation.
- Previous experience working within a local authority.
Working Hours: 36/week
