Our client is looking for an experienced and qualified Finance Manager.
Working Pattern: Part-time (3 4 days per week), hybrid working
An experienced Finance Manager to join the Corporate Finance team on a temporary basis. This role focuses on leading financial management activities for Section 106 (S106) and the Community Infrastructure Levy (CIL). The successful candidate will ensure effective financial oversight, compliance, and reporting in line with the council s processes and corporate timetable.
Key Responsibilities:
Collaborate with the CIL/S106 team to coordinate activities in alignment with the corporate closing timetable.
Communicate key timelines to relevant stakeholders.
Work with service finance teams to identify CIL/S106 balances for scheme expenditure.
Prepare and post journal entries for drawdown and fund utilisation.
Ensure drawdowns are accurately reflected in the Exacom (Planning System).
Monthly Monitoring:
Reconcile SAP and Exacom systems monthly in collaboration with service teams and the CIL/S106 team.
Produce a monthly position statement for the Director of Planning and quarterly summaries for the Lead Member.
Other Responsibilities:
Regularly review S106 income to ensure correct classification.
Provide financial support for the preparation of the Infrastructure Funding Statement (IFS).
Assist with historic reconciliations between SAP and Exacom.
Work with service areas and the CIL team to identify opportunities to apply unallocated CIL across the capital programme.
Contribute to process improvements for CIL/S106 within corporate processes (e.g., budget setting, monitoring, and closing).
Address ad hoc queries as required.
Essential Criteria:
Qualifications: Ideally a qualified or part-qualified accountant.
Experience: Local authority experience is highly desirable.
Skills:
Logical and structured approach to work.
Strong analytical skills.
Advanced Excel proficiency.
Excellent interpersonal and communication skills.
