CapeNature is seeking a well experienced, professional and ethical candidate to lead the Human Resources Component by example within the organisation. The successful candidate will report to the General Manager: Strategy, Governance and Risk, which unit is structured within the Office of the Chief Executive Officer’s Directorate. This position will be based at the CapeNature Head Office located in Bridgetown, Cape Town.
The General Manager: Human Resources oversees all human resources related functions, tasks, projects and initiatives including but not limited to, inter alia, Recruitment and Selection, Talent Optimisation, Employee Relations, Employee Wellness and Gender Mainstreaming which incorporates Human Rights. In addition, with the 5-Year Strategic Plan commencing in April 2025, the successful candidate should have a flair for innovation and be capable of identifying, planning and implementing ways in which the Entity’s priorities for its human resources can be achieved over this term.
The ideal candidate would be somebody who portrays CapeNature’s values and who possesses and demonstrates the ability to positively influence those within their immediate working environment, as well as colleagues within all levels of the organisation. Partnering with directorates, components and external strategic partners will be required and therefore, identifying opportunities and risks in respect of these partnerships would be beneficial.
RESPONSIBILITIES:
1. Talent Optimisation and Mobilisation
- Ensure the effective on-boarding and induction of all new employees.
- Provide oversight and manage the development and implementation of succession planning document.
- Manage the implementation of a Talent Management Strategy aligned to the long-term strategic intentions and objectives of the organisation.
- Ensure the effective implementation of the Gender Mainstreaming Strategy, including Human Rights.
2. Strategic Human Resources Management Services
- Ensure and manage the development of the Human Resources Plan and align with the strategic objectives as well as to drive the implementation thereof.
- Ensure the alignment of human resources policies and procedures to meet the human resources strategic objectives.
- Drive employment equity and ensure the alignment of the Employment Equity Plan to the Human Resources Plan and strategic intentions of the organisation.
- Ensure that the organisation meets its reporting requirements in respect of Human Resources Management for Annual Performance Plan and Annual Report.
- Ensure and provide strategic human resources management support to the senior management team.
3. Human Resources Systems and Innovation, Data Analysis and Reporting
- Drive the improvement of human resources systems and procedures.
- Ensure the regular review of systems and procedures for effective service delivery.
- Direct and provide guidance in terms of effective human resources reporting and analysis of data.
- Conduct analysis on turn-over rate of staff in relation to voluntary and involuntary terminations.
4. Performance and Training Management
- Ensure the development of an integrated performance management approach, in support of achieving the strategic objectives and priorities.
- Provide strategic leadership and ensure the development of a training and development implementation plan aligned to the strategic objectives and priorities of the organisation.
5. Employee Relations and Employee Wellness
- Management and oversight of the employee relations function.
- Co-ordinate and manage employee well-being.
MINIMUM REQUIREMENTS:
- A Bachelors’ Degree or equivalent NQF Level 7 qualification within the field of Human Resources / Industrial Psychology or related field. A post-graduate qualification and/or LLB Degree would be advantageous.
- Senior management experience of at least 3-5 years in a human resources or related role and experience in leading a team of professionals.
- Human resources experience of 5-7 years either in a generalist or support function, or when combined with time spent in a management role.
- Strategic capability and utilising this to develop plans for implementation in accordance with organisational goals, with the ability to demonstrate this.
- Knowledge and experience in internal dispute resolution processes including, but not limited to, grievances, disciplinary and incapacity proceedings, in addition to external dispute resolution forums such as the Commission for Conciliation Mediation and Arbitration and the Labour Court.
- Knowledge and experience in restructuring exercises and section 189/189A proceedings.
- Knowledge and experience in relations with trade unions, including negotiations, representivity and legislation / agreements applicable to same within a workplace.
- Comfortably demonstrate effective leadership skills and in doing so, possess the insight and willingness to go beyond the oversight function of the role by adopting a hands-on approach in respect of the human resources functions such as recruitment and selection, learning and development including performance management, employee relations, employee wellness, gender mainstreaming and human rights.
- Thorough knowledge, understanding and the ability to implement all human resources, labour and occupational health and safety related legislation, Codes and Ministerial Determinations which govern and regulate the role and function of human resources and employment within a public entity.
- Previous experience with managing a budget or providing input into decisions that have financial implications for human resources, and the ability to work strategically and ethically with regard to public funding as the successful incumbent will be required to administer the budgets applicable to the human resources component.
- Technologically inclined with excellent computer literacy and experience or keen interest in utilising innovation within the Information and Communications Technology realm to improve efficiency and effectiveness of services, and a good working knowledge of the MS Office Suite.
- Familiar with reporting at various intervals including monthly, quarterly and annual reporting, determining what kind of information to include and how to interpret same for feedback at different levels of the organisation.
- Ability to communicate effectively in at least two of the official Western Cape languages at all levels, both verbally and in writing, and to maintain sound interpersonal relations with all stakeholders.
- In possession of a valid Code B (unendorsed) driving license with own vehicle and willingness to travel within the Western Cape as and when required.

- Excellent organisational skills, as well as analytical, conceptual and problem-solving abilities.
- Excellent interpersonal, communication and conflict resolution skills, with prior work experience to be able to support this assertion.
- Project management and/or co-ordination skills in relation to planned activities, as well as ad hoc tasks and initiatives which may require participation from the component.
- Ability to remain calm under stressful circumstances, regularly work under pressure and meet tight deadlines or ad hoc requests and deliver under appropriate levels of supervision.
- Ability to maintain professionalism and connect appropriately with all stakeholders, including staff at all levels of the organisation and external partners.
