Position Purpose
To lead, plan, direct and control all activities related to ICT Operations including Infrastructure, Unified Collaboration & Communication (UCC), Service Management and End User Services by:
- Leading design, development, and deployment of integrated digital and insight-driven innovative platforms following standards, manage solution delivery and manage demand / optimise resource capacity as well as ensure that processes and procedures focused on ensuring delivery, availability and performance of infrastructure backbone required to support and enable operations are in place.
- Leading all ICT Operations and enforcing all policies relating to performance evaluations and career development planning.
Strategy
- Translate ICT strategy into effective ICT operations tactical plans (including Enterprise Information Management Systems, IT service management, Unified communications & Collaboration and IT infrastructure tactical plans) to ensure realization of the ICT Digital Strategy and Roadmap.
- Lead and manage the ICT Operations functions (including Service Management, Enterprise Technologies Maintenance, UC&C and Infrastructure).
- Ownership of all Enterprise Information Management Systems and solutions, services and maintenance within Enterprise Technology Services of existing IT systems.
- Research, lead and direct the development of innovative and digital transformative solutions in support of business outcomes.
Enterprise Technologies Services
- Lead, plan, direct and control all activities related to Enterprise Technology Services and Systems across all Transnet Operations (covering Digital Content Management Platforms, Audiovisual and Video-Conferencing Systems, Customer Relationship Management Systems, Telephone Systems, End User computing, Cloud and On-premise End user Computing Systems).
- Establish, plan and administer the overall policies and goals for Information Technology, including long-term and day-to-day activities (End Users/Employee’s) how-to’s, training, customer services, end-user computing and conference room support.
- Facilitate the technology governance framework to include requests, feasibility, funding allocation, implementation, and quality assurance.
- Plan and implement additions, deletions, major modifications, upgrades/updates to Transnet technology equipment in support of Transnet Business strategy.
- Anticipate future technology needs, refresh plans and service level management and reporting.
- Help establish and build relationships with vendors in conjunction with executive leadership.
Enterprise Content Management Services
- Guide team members on developing knowledge management solutions from technical usability and business application perspective.
- Contribute in selling Enterprise Content management initiatives to top management define Enterprise Content management strategy of the organization, lead Enterprise Content Management projects on a national basis, provide hands-on expertise required to manage organizational Enterprise Content Management using ECM technologies & process.
- Ensure effective Implementation of Information Lifecycle Management and Archiving systems.
- Ensure the implementation of Records and Contract Management.
- Ensure the implementation of Electronic Document Management (EDMS).
Qualifications and Experience
Qualifications & Experience Requirements:
- Bachelor’s Degree or Equivalent in Information Technology and/or Computer Science.
- Relevant Post-Graduate Diploma/Degree an added advantage.
- Certification required: ITIL Foundation or ITIL Service Management, COBIT 5 Certification.
Experience:
- 10 – 12 years’ experience in Application and Operations, including Infrastructure and Service Management with at least 5 years’ experience at Senior Management level.
- Requirement of trust and honesty in handling finances as per the national credit act amendment 19.
- Must undergo Lifestyle audit.
Functional / Technical Competencies
- Understanding of Digital Technology Trends and an appreciation of the dynamics of the public sector.
- Effective management of ICT Operations teams that deliver on multi-disciplinary ICT solutions and services.
- Implementation of sufficient governance to manage risks and ensure compliance in line with the governance controls framework and regulatory universe.
- Strong strategic and tactical planning capabilities to ensure delivery of digital business solutions that are relevant, useful, usable helping improve productivity of OD’s business and operations.
- Proven leadership (including team effectiveness and managing transformation and change) and ICT operations management skills (including managing third party service providers) as the contract owner and manager of all services running in operations.
