JOB TITLE: Regulatory & Legislative Drafting Specialist

SALARY RANGE: Total Annual Package (CTC) R772,135.00 - R908,394.00
POSITION STATUS: Permanent
Purpose of the job: To ensure that ICASA adheres to administrative due process in making its decisions; to ensure that ICASA develops lawful, implementable regulations that are both substantively and administratively fair; and to ensure that ICASA executes its regulatory mandate within the parameters of the law.
Key Outputs: The successful candidate will report to the Senior Manager: Regulatory & Legislative Drafting and their responsibilities will include:
- Provide legal guidance to Council (incl. Council committees) in executing their functions in terms of the ICASA Act.
- Provide legal advice to Council, CEO, COO, EXCO/OPCO, and Regulatory divisions on regulatory matters.
- Draft regulations and regulatory documents/notices.
- Monitor and provide input, where necessary, regarding draft legislation that may have an impact on ICASA’s mandate.
- Represent ICASA at national & international meetings and forums.
- Perform Compliance and Risk Management functions.
- Draft Memorandums of Understanding (MoU) with local and international regulatory authorities (incl. International bilateral agreements).
- Conduct training, workshops, or presentations on topical regulatory legal matters.
Qualifications and Experience:
- Honours/4-year degree in Law (NQF Level 8).
- Admitted attorney/advocate.
- Minimum 4 years practicing as an attorney, advocate, and/or legal specialist; alternatively minimum 2 years practicing as an attorney, advocate, and/or legal specialist and not less than 2 years' experience in ICT regulatory.
- Experience with handling litigation and drafting contracts/legislation.
- Solid regulatory/ICT acumen (distinct/added advantage).
