HSSE: To effectively manage and minimize HSE risk within area of responsibility by ensuring compliance with all HSE Policies, rules, guidelines, and legal requirements. Promotion of safe working environment and positively contributing to the company HSE KPIs and risk reduction strategies. Ensuring HSE competency requirements are identified & enforced within area of responsibility.
STRATEGY: To fully manage the operation of the Alrode Terminal within the framework of relevant legislation and regulations governing the Industry ensuring high customer service levels, effective management as well as efficient and cost-effective operation of Alrode. To effectively manage the planning and operations to meet the demand of the supply chain. To represent TMSA interest as a stakeholder in industry forums and committees.
Manage the loading, decanting, and delivering of product within Alrode Terminal and Customer delivery points ensuring activities are performed safely and accurately.
To manage the Terminal’s cost programs (Opex / Capex) ensuring no loss of revenue due to downtime, optimization of assets lifespan, and all risks are minimized, including pre-qualification auditing and operational monitoring of all contractors.
To manage the Terminal’s stock, in conjunction with Supply chain requirements and industry to ensure that stock levels are maintained at set targets to minimize working capital requirements and to meet TSA demands.
Manage in-transit, operational, and delivery stock losses within allowed tolerances and approved limits of authority.
Manage Terminal’s operating expenditure through budget monitoring to ensure a reduction in costs to improve profitability.
Manage the Terminal's customers and 3rd parties to ensure revenue budget targets are maintained.
Alignment and maintenance to Integrity management in line with Maestro Log / TRA requirements.
Ensure the implementation of Process Safety Management (PSM) at the Terminal.
Management of the receiving, storing, and distribution of bulk additive in the plant.
HSSEQ / LEGAL: Ensure safe Terminal operations and champion risk management by prioritizing risks of high consequence events, strengthening barriers and assurance steps to mitigate those risks and maintain HSSEQ systems. Handle any operational crises and problems pertaining to the Terminal by activating contingency plans.
Comply with OHS-ACT 16.2 appointment ensuring a) Appoint 8.2i b) legal compliance to national, environmental and local laws c) appointment and monitoring of Health and Safety Committees (including: Safety Officer, Fire Team and First Aid).
Optimize TMSA's use of Terminal assets and ensure compliance with NERSA license conditions.
Ensure compliance with all TPL requirements, Operators license & laws – Alrode Terminal is a National key point.
Achieve all set HSSEQ objectives (see attached Performance Objectives).
To ensure effective risk management and internal control, including asset management for Alrode Terminal Tank farm. MOC / HAZOP / TRA / MHI.
HR: To manage the Terminal's 17 TMSA employees, interns, and learners through continuous people / overtime management, staff development, and coaching / mentoring to ensure a positive working environment that will attract and retain skills and increase productivity.
Training and testing of participants in TMSA's human capital programs through the strategy department.
Ensure robust communication management within and between site and community (SRM+ & CSI).
Management and review of:
Internal: Company rules and general specifications, TMSA Supply chain/marketing requirements (Alrode is a major / strategic storage and handling facility in the TMSA supply chain), Alrode MOA for tank farm and manifold operations, agreements with 3rd parties, customer agreements, integrity committee, mass balance committee, ISO 14001 and ISO 45001.
External: SAPS (South African Police Service) / SSA (State Security Agency) - National key point act requirements, MPP requirements under the National Pipeline Act, NERSA license (National Energy Regulator of South Africa) and its requirements, AEL (Air Emissions License) – City of Ekurhuleni, Schedule trade permit – City of Ekurhuleni, Flammable substance permit – City of Ekurhuleni, Industry forums / committees, Joint planning committee (JPC), Department of Labour requirements under the OSH Act 85 OF 1993.
Qualifications:
• 3-year tertiary qualification in Engineering or Logistics Supply Chain Management.
• Minimum 10 years’ experience in Depot Operations and people management environment.
• Stock management gained in a petrochemical environment with experience in pipeline operations.
• Good knowledge and experience of the Petroleum Industry, operations, mechanical and civil works.
• Capable of autonomy (analysis, proactive, negotiation skills, decision-making skills & communication).
• Relationship / stakeholder management skills.
• Strict commitment to health, safety, environment, and quality.
