Business Solutions and Technology Department (BSTD) as a provider for Information & Technology (I&T) services in the Bank is committed to delivering quality I&T solutions and services that meet business requirements and is fit for purpose. It is crucial for BSTD to have a quality management system or program in place, which will systematically monitor and objectively evaluate the quality of I&T services, projects, and solutions.
Objective of this Scope of Work
Establish an effective and efficient I&T Quality Management System (QMS) that will assist with the achievement of the Bank’s I&T quality objectives. The main driver behind quality management is to ensure that the IT solutions and services provided to the Bank are of a consistent high standard as articulated in the Bank’s I&T Strategy document. Reliable data and information are key inputs to the effective management of the Bank. It is imperative that accurate data and information be accessible in a timely manner to facilitate informed decision-making.
Scope of Services Definition
In the context of the BSTD, quality refers to the extent to which IT solutions and services conform to agreed end-user requirements and expectations and enable them to execute the required tasks. Quality management is the act of overseeing all activities and tasks needed to maintain quality or a desired level of excellence. It is focused not only on product/service quality but also on the means to achieve it. In the context of this document, quality management is inclusive of quality planning, assurance, control, and improvement.
The scope will include but will not be limited to:
- Establish and maintain the I&T quality policy and quality objectives of the Bank.
- Review the current I&T Quality Management Framework.
- Determine and establish standards, processes, and responsibilities necessary to attain the quality objectives.
- Define quality management plans for processes, projects, or objectives.
- Define roles, tasks, decision rights, and responsibilities to attain the quality objectives.
- Coordinate and assist process managers/owners to ensure achieved target maturity levels for all processes across the organization.
- Determine the resources necessary to attain the quality objectives.
- Develop mechanisms to promote the QMS and quality objectives throughout the organization to increase awareness, motivation, and involvement.
- Devise mechanisms for determining the needs and expectations/requirements of customers and other interested parties.
- Establish and define methods to measure the effectiveness and efficiency of the QMS:
- Develop and standardize metrics to monitor continuing compliance with the defined processes.
- Define and maintain quantifiable, goal-driven quality metrics aligned to overall quality objectives covering the quality of individual projects and services.
- Integrate quality management into solutions for development and service delivery by ensuring relevant quality management practices are incorporated into the definition, monitoring, reporting, and ongoing management of solutions development and service offerings.
- Establish a process for continual improvement of the quality management system.
- Develop reporting mechanisms to communicate QMS performance progress.
- Provide recommendations on the way forward regarding the I&T Quality Manager role.
Key responsibilities:
- Reviewing the Quality Management Framework.
- Developing policies, standards, and processes.
- Providing guidance and assistance in setting up quality standards and procedures.
- Develop the required Quality Plans to mature I&T processes.
- Coordinate and assist process managers/owners to achieve target maturity levels.
- Adopting and aligning with quality management best practices and standards.
- Regularly review the continued relevance, efficiency, and effectiveness of specific quality management processes.
- Monitoring the achievement of target maturity levels for all processes across the organization.
- Monitoring the achievement of quality objectives.
- Reporting to management and other stakeholders on quality performance reviews and status.
- Monitoring processes to ensure compliance with the organization’s quality management related policies, standards, and procedures.
- Assessing projects and I&T in general and reporting its findings objectively.
- Benchmarking the results of the quality reviews against industry guidelines, standards, and similar types of enterprises.
Key performance measures:
- Enhanced quality of IT solutions or services that meet the customer’s requirements.
- Improved confidence in BSTD’s ability to deliver the desired IT solutions and services that meet the customer’s quality needs and expectations (customer satisfaction).
- Prompt identification and effective resolution of quality faults or complaints.
- Mature IT processes.
- Better IT general controls.
- Increased productivity and efficiency.
- Continual process improvement.
- Availability of proper documentation.
Knowledge, experience, and personal competencies
Skills Requirements:
- Bachelor’s Degree in Computer Science/Information Systems/Informatics or a related IT quality discipline/technical field or certification.
- A minimum of 7 years IT Quality Management experience or a combination of equivalent education and relevant experience.
- Extensive knowledge of IT Quality Management Systems implementation required.
- Experience in bringing an organization into ISO certification will be an added advantage.
- Experience writing IT QMS manuals, related procedures, or work instructions required.
- Understanding of IT Quality Systems Regulatory requirements.
- In-depth knowledge and use of process improvement and quality management methods, tools, and technology used to create and support defect-free application software or business operations processes.
- Experience with multiple development methodologies (e.g., Waterfall, Agile, and Hybrid) & different tools.
- Understanding of applications and/or infrastructure platforms.
- Familiarity with process mapping concepts and tools.
Technical Skills:
- IT Quality Management and ISO 9000/1 certifications are essential.
- The following certifications will be an added advantage:
- Six Sigma or relevant quality management methodology.
- ITIL certification.
- PMBOK/PRINCE2.
- COBIT 5/2019 Foundation.
Interpersonal Skills:
- Effective oral and written communication skills with the ability to communicate technical information to non-technical personnel.
- Effective interpersonal, teamwork, negotiation & conflict resolution skills.
- Problem solving and analysis.
- Must have strong leadership skills.
- Result driven.
- Service and stakeholder focus.
- Experienced change agent with energy, passion & enthusiasm to drive change.
- Proficiency with Microsoft Office applications required.
