JOB SUMMARY
As a Content Advisor, you will play a vital role in providing expert guidance and analysis to Members of Parliament (MPs) in the Committee on Water and Sanitation on strategic and legislative matters. The Committee’s role is to oversee the financial and non-financial performance of the Department of Water and Sanitation and its entities to ensure that national objectives are met. As the subject matter expert, your primary responsibility will be to offer expert analysis, informed insights, and recommendations on, among others, policy, strategy, and legislative matters pertinent to the committee’s work. You will be part of an esteemed team with cross-functional and multi-disciplinary expertise working closely with Members of the Committee on complex issues within the water and sanitation sectors. Your knowledge and expertise will enhance the Committee’s effectiveness in overseeing and promoting sound management practices that ensure water security, which is essential for public health, economic stability, and sustainable growth. Your efforts and expertise will contribute significantly to the effectiveness of the work of the Committee, which will impact positively on the citizens of our country. The role offers a privileged opportunity where your skills and expertise can make a difference and directly influence the people of South Africa.
Your key responsibilities will be:
- Develop a strategic plan for the Committee in conjunction with the Chairperson and other role-players.
- Determine Committee members' expectations in accordance with the Strategic Plan.
- Monitor and evaluate the implementation of the strategic plan.
- Develop and maintain a comprehensive knowledge of the rules of procedure, domestic and international law and practice, particularly in relation to the work of the Committee.
- Identify areas of work of the Committee where interaction with other Committees and co-operation between the Committees of the two Houses is required and advise the Chairperson accordingly.
- Co-ordinate the joint planning of the business of Committees of the two Houses.
- Contribute to the annual report of the Committee with regards to substantive content, outcomes of activities and expenditure of the Committee.
- Prepare reports in compliance with Parliamentary Services Reporting timeframe and format.
- Review and ensure the quality and timeliness of all Committee minutes, reports and other products.
- Prepare and support the Committee for participation in domestic and international engagements.
- Assist the Committee to process sector Bills, committee oversight and public involvement processes.
Minimum Qualifications:
A relevant Master’s degree with 5 years’ experience of research, content analysis, advisory experience and a demonstrable understanding of national and international policies and legal frameworks in the Water and Sanitation sectors. THIS POST IS SUBJECT TO A 6 MONTHS’ PROBATION PERIOD.
