Job Purpose: Apply engineering knowledge and perform technical support associated with Bulk Metering, Embedded Generation and Quality of Supply installations, network projects, reticulation diagnostics and data analysis in accordance with laid down standards, policies, legislation, systems and controls within the distribution jurisdiction (license domain) of Breede Valley Municipality.
Duties:
- Prioritize work orders according to assets, maintenance category and schedule frequency on Computerized Maintenance Management System.
- Allocate specific meter installation work activities (new installations, condition assessments, upgrades, functional tests) to authorized service providers.
- Coordinate specific maintenance & installations (new installations, modifications, repair, etc.) activities/tasks as per departmental procedure.
- Perform dedicated/routine quality control inspections on all electrical installations and constructions pertaining to bulk service metering, power quality and embedded generation on reticulation infrastructure and support structures in compliance with SANS 10142 and NRS 057 as per municipal procedure & policies.
- Monitor condition assessments of projected & existing installation outlay, network infrastructure, condition monitoring equipment, etc.
- Assess regulatory compliance on Small Scale Embedded Generation (SSEG) installation proposals and existing installations (invertor types, Undisturbed Power Supply (UPS), Direct Current (DC) switch gear, etc.) to ensure adherence to municipal policies and relevant legislation.
- Conduct inspections to determine extent of compliance or variations from contractual agreements, specifications and standards.
- Prioritize scheduled project tasks/activities allocated by immediate superior.
- Perform assigned site inspections and acquire critical installation/construction parameters.
- Formulate concept plans for elementary/basic types of electrical engineering works.
- Perform maintenance works programming for all Bulk Metering, Quality of Supply (QOS), Small Scale Embedded Generation (SSEG) infrastructure and related Engineering Projects.
- Coordinate the maintenance of authorized service providers for bulk Current - and Voltage Transformer metering installations - LV and MV installations (Key Industrial & Commercial Customers).
- Program bulk metering & data acquisition equipment to departmental approved parameter settings.
- Perform bench and onsite verification testing and calibration of post-paid Voltage Transformer & Current Transformer operated meters.
- Perform installation inspections on residential/commercial SSEG and QoS apparatus & systems to ensure compliance to municipal policy and national legislation.
- Allocate work orders to various status descriptions pertaining to service providers (in-progress, awaiting approval, awaiting payment, etc.).
- Review the section’s procedures, systems and controls related to the receiving, updating and recording of operational information and associated functionalities (information storage and retrieval systems, etc.).
- Assess commissioning and de-commissioning documents of completed Bulk Metering, SSEG and QOS installations (from various contractor/service provider projects – LV/MV/HV Metering & QOS).
- Compile monthly engineering report to immediate superior (on electrical network analytics with the aid of QoS measurement & diagnostic smart grid infrastructure, revenue enhancement audits, credit control disconnections/reconnections, OHS Act safety inspections, etc. in accordance with legislation).
- Interact with interdepartmental and external stakeholders e.g. internal and external personnel (government, other municipalities), public, service providers, property owners, developers, etc. on routine and complex issues.
- Compile specifications to obtain quotations and tenders via the appropriate procurement processes on instruction from immediate superior.
- Submit all completed vehicle log sheets to the immediate superior for authorization.
- Perform incident investigations as per OHS Act legislation as directed by the immediate superior and prepare remedial action reports for future preventative measures.
Minimum Requirements:
- A relevant National Diploma in Engineering.
- Computer literacy: MS Office, Geospatial, Drawing, AMI Software.
- 3 - 5 years’ relevant experience.
- Code B Driver's Licence.
- Proficient in at least 2 of the 3 official languages in the Western Cape.
Preferred Requirements:
- Bachelor’s degree in electrical engineering.
- Wireman License (SANS 10142).
- Accredited Level 4 Metering Training.
- Valid Crane Operator / Cherry Pricker Certificate.
- 5 years relevant experience.
