The client is seeking a Human Resources (HR) Expert to perform an audit of one of its implementing partner organisation’s current human capital, develop a roadmap for the key HR measures needed, and design the required HR systems to a standard that is implementation-ready. The scope will include streamlining the organisational structure, job descriptions, remuneration benchmarking and grade-setting, defining key HR policies, refining contracting terms, and setting up the performance management system. The role will also involve a thorough assessment of the current team’s capabilities and skills compared to refined role descriptions and remuneration grades to accurately assess fit and identify gaps. The consultant will work closely with the management team and will be required to spend time in the office with different team members. The consultant must be excellent in building HR frameworks based on established industry practise and in accordance with South African labour law, as well as designing templates and Standard Operating Procedures that can be independently implemented by the organisation long-term. The organisation has been operating for less than 2 years and comprises less than 15 contractors.

Deliverables
- Review organisational structure for fit-for-purpose
- Formalise job descriptions
- Conduct benchmarking and design remuneration structure
- Complete audit of existing personnel, including but not limited to job fit analysis, compensation, labour law compliance, and competency assessment
- Create HR policies to support and improve the working environment
- Develop an appropriate performance management system
- Provide clear and actionable recommendations on HR management and compliance
Requirements
Experience required
Expertise in HR Management, including organisational design, role profiling, benchmarking, recruitment, policies, and performance · Knowledge and understanding of South African Labour Law
Experience with building new operating structures and frameworks within a complex public/private stakeholder environment
Technical requirements
- Proven experience in similar capacity and strong background in designing and managing core HR systems
- Strong skills in organizational behaviour, performance assessment, and job-fit analysis
- Experience in developing governance frameworks
- Ability to draw insights from engagement with various stakeholders (i.e. management team, junior staff, etc)
Soft skills
- Overall consulting tool kit and ability to independently drive a project · Ability to engage with very senior management team, quickly ramp based on strategic direction, while completing all aspects of project execution
- Strong collaboration and communication skills to work with diverse stakeholders
- Ability to gain buy-in from stakeholders on new operating models
- Expertise in instilling trust that can enable full transparency with all stakeholders
Working Arrangement
- Location: Johannesburg, 50% remote, 50% in office with the team
- Operational requirements: Knowledge of South African HR context
- Required start date Mid-January 2025
