Job Opportunity: PHP Development Manager

We are looking for a PHP Developer who has managed or led a team of developers. This person will manage and oversee an external development company that is currently developing a new system in PHP and some Java. Responsibilities include coding, management, and assessing the current environment to identify improvements and expedite processes.
The system is primarily written in PHP with some Java. Our client runs payroll utilizing payroll software with a significant investment in APIs. The business has also embarked on an additional in-house built module to enhance business processes and efficiencies, maximizing the API capabilities of the core software.
The project is currently running late and is set to start with System Integration Testing (SIT) and User Integration Testing (UIT) within the month. The project has faced multiple delays due to software development issues and continuously shifting deadlines. The company seeks an experienced Development Manager to assist in evaluating the initial build, identifying any gaps or risks before moving to production, and reviewing the production environment for appropriateness.
The company has business analyst skills in both the payroll software space and APIs; however, there are no development skills within the company. The outsourced partner is currently relied upon 100% for this function. By including this role, the company aims to assess the current work, ensuring due diligence, and to create a solid plan for future developments, maintenance, and production environments.
The role encompasses the following responsibilities:
- Interpreting the business strategy into an integrated business process, technologies, information, and application architectural framework for a program of work/portfolio level.
- Providing a high-level roadmap for the implementation of the architecture, including technologies, information, and application artifacts, policies, procedures, standards, principles, and objectives.
- Providing guidance to programs or large/complex projects through consulting with domain architects and peers involved in implementation projects.
- Leading a team of Object-Oriented language programmers on highly complex projects by instructing, advising, directing, and checking the work of team members.
- Conducting quality assurance reviews of development projects and evaluating and documenting team procedures.
- Possessing full technical knowledge of all necessary phases of the project and may be responsible for system design and specifications and advanced programming.
