Control and manage customs processes and files, in accordance with the clients’ and controllers’ requirements, and legislation.

Key Job Functions :
Customs Compliance
- Ensure that the organisation operates in accordance with the Customs Acts (including, but not limited to the Customs & Excise Act 91 of 1964, as amended and the VAT Act 89 of 1991, as amended).
Customs Procedures
- Ensure that correct documents have been received from the Controller.
- Ensure the clearing instructions are duly completed and endorsed.
- Ensure that all documents tally and that there are no documents missing (invoices) to frame an accurate Customs compliant entry. This includes, but is not limited to, number of pieces, weight, and measurements.
- Check on permit requirements and if any Trade Agreements are in place. No entries are to be submitted to Customs without the EUR1 movement certificate or SADC certificate of origin (if applicable).
- Calculation of Customs Duty and VAT for the purpose of costings.
- Identification of potential risks with regards to valuation (pricing) of goods. Identify and process relationships between consignees and suppliers (VDN).
- Check the correctness of registration details in the operating system and identify discrepancies and duplicate clearances.
- Process Customs clearances i.e., framing of bills of entries for all modes of transport, utilising the applicable incoterms.
- Tariff classification – assist Controllers or any other party with Tariff headings, and classification in general.
- Maintain a product library for each client.
- If literature is required for classification purposes, please advise the Controller immediately, who will obtain the literature from the Importer.
- Ensure Entries are submitted to SARS via EDI, accurately and timeously (authority level required).
- Maintain a log of registration errors, indicating date, controller, file number and nature of the error.
- If a submission is queried by Customs on the EDI Response Notification, then review the Query Information field for details on what is required by Customs.
- Obtain final release from SARS prior to handing over shipment to the Controller.
Adjustments
- Notify your immediate Manager upon notification of a refund claim from a Controller or any other party; and ensure that the claim is recorded in the relevant Refunds register.
- Ensure that the necessary documents have been received to process the refund claim.
- Ensure that the claim is submitted within the Customs prescribed time.
- Ensure that the correct batching method is used, for Customs to process the refund without unnecessary delays.
- Regularly follow up on the progress of the refund until the process has been finalised by Customs.
- Ensure that the Controller is updated, so they can provide feedback.
- Should SARS call for a Provisional Payment (DA70) in lieu of penalties, embargoes, temporary imports, etc., a full assessment must be performed prior to producing the DA70.
- Liquidations are to be submitted under cover of a letter within the prescribed time before expiration.
Quality Management & Control
- Quality check draft entries for correctness of details, to ensure that correct Tariffs are applied.
- Always ensure adherence to the Customs guidelines.
- Ensure that the ISO9001 processes and guidelines are always adhered to.
- Vouchers of Correction – minimise the use of VOCs to rectify internal errors.
- Ensure that processing of Entries is up to date at any given time with special attention to PIA clients.
- Ensure that there are no losses due to classification or other internal errors.
- Check the correctness of incoming information prior to on passing to Customs and other stakeholders.
Customer Services
- Always ensure the highest levels of customer service.
- Employ the shortest turnaround time for the resolution of queries.
- Assist clients with queries and documentary requirements to successfully facilitate their logistics needs.
Requirements
Education
- Matric – Grade 12
- Tertiary qualification in Customs Compliance
Experience
- Minimum of 5 years’ experience working with Customs Compliance and Tariff’s
- Experience with customs documentation and procedures.
- In-depth knowledge of customs regulations and import/export laws.
