Our Group of Companies are seeking the services of a dynamic individual to join our organisation as the Procurement Manager to lead, develop and implement sustainable strategies for the acquisition of goods and services to apply applicable legislation, procurement policies and standard operating procedures in order to yield the highest standards of compliance while maximizing both operational and financial performance and minimizing risks in the procurement of goods and services.
Procurement Strategy Development and Implementation
- Develops, implements and maintains the procurement strategy and all related policies and procedures in line with legislation
- Develops controls to ensure the prevention and elimination of irregular expenditure
- Ensures alignment with relevant legislation and best practice
- Acts as the custodian of and implements Broad Based Black Economic Empowerment (BBBEE)
- Collaborates with the Executive team on all procurement elements which influences the company B-BBEE scorecard
- Drives transformation through Enterprise and Supplier Development by identifying appropriate beneficiary candidates
- Ensures compliance with all internal policies and procedures
- Conducts audits to ensure compliance to procurement policies and procedures
- Compiles, submits and presents reports, including statutory reporting, timeously
- Advises the organisation on identified and potential risks associated with SCM processes
Annual Operational Plan
- Develops and implements the Group-wide annual procurement plan
- Ensures that all procurement is fair, equitable, competitive and cost effective
- Provides ongoing monitoring and review of operational plan objectives
- Provides guidance to managers and employees on the interpretation and application of procurement policies, procedures and legislation
- Advises internal stakeholders and assists in negotiating protocols and other agreements
- Communicates effectively with all stakeholders to ensure operational plan objectives are achieved
- Negotiates and finalises terms and agreements with internal and external stakeholders and acts as an advisor to ensure that contract terms are adhered to
Budget and Revenue Management
- Manages and controls the procurement / acquisition of goods and services in line with the approved procurement plan
- Oversees the maintenance and review of the Group’s contracts register and ensures that the register is operated in accordance with stipulated policies and procedures
- Monitors supplier performance with feedback from the end users
- Works closely with, and advises suppliers and internal customers to improve operations and reduce costs
- Initiates and oversees requests for quotation proposals
- Facilitates the evaluation of quotations by end users
- Identifies and analyses market and revenue trends and takes action to reduce costs and optimise revenues
- Investigates and reports on variances in revenues
- Conducts market research to identify suppliers and oversees supplier due diligence and vetting process
Stakeholder Management
- Builds effective relationships and communication channels with internal stakeholders across the Group
- Manages and maintains key partnerships in order to create opportunities for service enhancements and the creation of business value
- Negotiates and confirms service level agreements with internal and external clients, suppliers and service providers
- Represents the Group at various procurement forums
Tender Process Management
- Manages the end-to-end tender process to ensure adherence to all relevant policies and procedures
- Acts as an advisor to all bid committees
- Drafts charters for all bid committees
- Drafts all tender proposals to be advertised in the markets
- Facilitates the appointment of bid committee members
- Facilitates the meetings and supporting documents for all bid committees
- Ensures the finalisation of tenders / bids and service level agreements
People Management
- Manages the unit in line with company policies
- Fosters a suitable and supportive environment conducive to staff development and the achievement of departmental objectives
- Implements staff development and training to achieve the unit and organisational objectives
- Implements performance management and monitors the performance of staff
Education & Experience
- Bachelor’s Degree (NQF level 7) in Finance / Supply Chain Management / Business Management
- 7 – 10 years’ work procurement / sourcing experience with at least 5 years in the fleet industry
- 3 years’ management / supervisory experience
PLEASE NOTE SALARY WILL ONLY BE DISCUSSED WITH SUCCESSFUL INCUMBENT BASED ON QUALIFICATIONS, SKILLS AND EXPERIENCE
