We are looking for a PHP Developer who has managed or led a team of developers. This person will manage and oversee an external development company that is currently developing a new system in PHP and some Java. Responsibilities include coding, management, and analyzing the current environment to identify improvements and speed up processes.
The system is primarily written in PHP with some Java. The client runs payroll utilizing payroll software with a significant investment in APIs. The business has also embarked on an additional in-house built module to enhance business processes and efficiencies, maximizing the API capabilities of the core software.
Currently, the project is running late and is expected to begin with System Integration Testing (SIT) and User Integration Testing (UIT) within the month. The project has faced multiple delays due to software development issues and shifting deadlines. Therefore, the company is seeking an experienced Development Manager to assist in assessing the initial build, identifying gaps or risks, and reviewing the production environment for appropriateness.
The company has business analyst skills in both the payroll software space and APIs; however, there are no development skills within the company. The outsourced partner developing the software is currently relied upon entirely for this function. The inclusion of this role aims to ensure due diligence and create a robust plan for future developments, maintenance, and the production environment.
The role involves interpreting the business strategy into an integrated business process, technologies, information, and application architectural framework for a program of work/portfolio level, providing a high-level roadmap for the implementation of the architecture. This includes developing or assembling the following artifacts: technologies, information, application artifacts, related metadata, policies, procedures, standards, principles, and objectives. The role will also provide guidance to programs or large/complex projects by consulting with domain architects and peers involved in implementation projects.
The Development Manager will lead a team of Object-Oriented language programmers on highly complex projects, instructing, advising, directing, and checking the work of team members. Responsibilities include quality assurance review of development projects and the evaluation and documentation of team procedures. Full technical knowledge of all necessary phases of the project is required, and the role may involve system design specifications and advanced programming.
