PURPPOSE OF JOB:
Ensure full compliance with the requirements of the Occupational Health & Safety Act and Mine health & Safety Act where relevant and subsequent regulations, including all environmental regulations.
Ensure that the SHE Management System is implemented and maintained to meet the minimum Group requirements on sites, branches and departments and that all sites, branches and departments comply with the requirements.
KEY PERFORMANCE AREAS:
- Implementation, maintenance and improvement of SHE management policies and procedures.
- Ensure compliance of all responsible site SHE requirements
- Conduct, maintain and review risk assessments
- Ensure Site safety files are compiled, approved, and kept current.
- Ensure that Safe Work Procedures are written, implemented and kept current.
- Staff medical surveillance
- Review Legal Appointments periodically and or when necessary
- Ensure that staff occupational medicals are conducted at prescribed intervals
- Ensure that all documents are controlled
- Make recommendations for further improvement/ development
- Engagement with employees through formal and informal discussions.
- Provide ongoing training and development.
- Perform the task of the SHE Internal Auditor for all relevant Standards; liaise with and report to Management and auditing bodies

Financial Responsibilities:
Manage the Health & Safety Budget
Ensure that costs are within budget.
Stakeholder Responsibilities:
Manage the Health and Safety system at responsible sites
Operational Responsibilities:
Responsible and accountable for Health and Safety at the allocated sites.
Enforce compliance with legal requirements,
Coordinate all legal appointments according to legislative requirements.
Conduct risk assessments.
Manage the risk assessment process according to organizational requirements (Baseline and Issue/Task-based Risk Assessment) to mitigate the risks.
Drive and manage non-conformances and incident management processes.
Manage all occupational injuries, diseases, and incidents on site, i.e., reporting, investigation and ensuring that all documentation is completed in the required timeframes.
Manage tool and equipment inspection and testing, at the prescribed intervals.
Report the deviations to management with preventative recommendations and follow up on reports as required to ensure continual improvement.
Ensure client and contractor safety file compliance & SHE access control requirements where applicable.
Maintain all SHE-related information on the SHEMS to ensure effective and up-to-date information and submit SHE-related reports according to requirements.
Plan and participate in site audit and inspection processes.
Compilation of Safe Work Procedures/ Method Statements.
Participate Safety Management Review meetings.
Manage, train, and equip sites on emergency evacuations, fire drills and incident reporting.
Ensure that Statutory meetings are scheduled, and meeting minutes are kept as well as ensuring that all noted attendees are informed thereof.
Ensure that the Company/ Group Strategies, objectives, and targets are effectively managed and that the desired results are achieved in conjunction with Operational strategies.
Plan and manage the medical surveillance program for staff.
Daily site inspections, daily site meetings and tool inspections check lists, Weekly PPE check lists.
Daily site stock take and stock scrapping- identifications where required
Site safety files and medicals – Monthly check and ensure bookings.
Lead safety officer monthly meeting.
Check for mine monthly safety meetings and attend.
Site vehicles – check lists and cleanliness.
Training site fitters
Communicate latest incidents and accidents to all team members – make sure all is recorded on attendance registers as staff do take chances.

MINIMUM REQUIREMENTS / QUALIFICATIONS AND/OR EXPERIENCE
1. Matric (grade 12)
2. Technical certificates in safety management
3. SAMTRAC certification would be highly beneficial
4. Valid driver’s license and ability to travel when required
5. Medical fit (able to pass sites medical verifications to enter and work onsite)
6. Incident investigation experience 3+ years
5. HIRA experience 3+ years
7. 5-8 years’ experience as a Health & Safety Officer preferably in a mining industry.
