Job Purpose
To Manage HR Services and Operations, to ensure efficiency across the JSE Group (JSE Limited & Subsidiaries) by providing support regarding payroll, HR systems, HR Risk & Compliance and HR architecture policies and procedures in achievement of HR strategy to enable the attraction and retention of critical skills and position JSE as employer of choice.
Results Delivery
- Craft HR Operations business plan to ensure delivery of focus areas for the year in support of HR strategy.
- Formalise the HR Operations team budget to achieve objectives set.
- Manage HR allocated budget by tracking costs (Approximate value of budget).
- Apply cost effectiveness principles in planning and delivery to contribute to achievement of HR Ops financial targets like reducing procurement costs through negotiations with external service providers.
- Provide specialist input and solutions to relevant information in relation to operational and compliance needs across the HR team.
- Ensure data integrity and management of policies, employee information, HR Operations processes, financial transactions such as payroll and team payments to improve sustainability, client service and mitigate risks.
Stakeholder Management
- Develop and maintain relationships with HR Team through providing practical operational solutions.
- Assist HR Business Partners to inform Business Units on legislative & policy changes through communication by facilitation of meetings etc.
- Understand client needs through regular communication & feedback.
- Build and maintain relationship with finance department through communication of payroll deadlines as well as by participation in relevant professional networks.
- Establish and manage service levels with internal and external stakeholders.
- Build and maintain relationships with internal audit team through communication and meetings.
- Build strategic JSE/Industry/Global network of thought leaders and relationships utilising social media, attending conferences and training interventions.
Process Management
- Translate HR functional strategy into department delivery strategies and project plans with defined timelines that become business map to deliver on.
- Manage own delivery against HR Ops delivery plan and set timelines, identify obstacles to delivery and take appropriate action where required.
- Ensure maintenance of employee data integrity through management of HR Information system and processes.
- Design, implement and manage HR Operations processes by staying abreast of current compliance, legislation changes and interpreting policies and procedures.
- Ensure benefit administration complies to timelines and standards and contribute to a great onboarding and working experience for new and existing employees.
- Implement and execute operational procedures to meet organisation, and external vendor payroll deadlines.
- Comply to legislation through management of policy reviews, benchmarking, updates and self-audits.
- Ensure records and procedures for controlling staff transactions and reporting staff data are adhered to.
- Oversee payroll processing by the HR Consultants and provide sign off on all input.
- Perform Job Evaluations for new or reviewed positions.
- Maintain Job Profile and Org management Data base.
- Avoid payroll data variances by conducting process mapping, compliance and auditing.
- Ensure payroll compliance through management of external vendor resource.
- Participate in negotiation of agreements with insurance carriers and financial institutions for administration of benefits programs.
- Ensure employee data integrity through implementation of controls.
- Manage HR information system change requests through evaluation and sign off.
- Support Human Resource Business Partners by identifying and sharing employee trends through data analysis reports.
- Ensure relevance of Human Resource Information systems through understanding of business needs and benchmarking.
- Manage the HR architecture in line with the HR Technology needs.
- Responsibility for HR compliance and Risk Reporting.
- Provide relevant and accurate information and data (EE, exits etc.) to stakeholders to support organisation transformation and other objectives.
- Keep HR policies relevant and updated by conducting research and collaborating with stakeholders and industry specialists.
- Ensure execution of payroll standard processes through facilitation of agreement with internal audit and finance team.
- Provide data analytics to enable effective staff planning and inform required people practices achieving the JSE people agenda.

Qualifications
- B Com Degree Business Management/ HR
- Post Graduate Qualification in Business Management/HR
- 5 - 8 years HR Operational Management experience including managing a Team
Knowledge and Skills required
- Sound knowledge of HR legislation, policies, and procedures.
- Basic software applications (e.g., Outlook, Word, Excel, Access, Internet, Email).
