Job Description
A very well-established and well sought-after Renewable Energy company has a vacancy available for a Senior Permitting Manager.
Responsibilities:
Whilst this should not be considered an exhaustive list, you should expect your day-to-day activities and responsibilities to include the following;
Land:
•Department of Agriculture No-objection letters.
•Re-zoning applications, and management of town planning subcontractors.
•Engagement and follow ups with local and district municipalities, as well as municipal planning tribunals, regarding applications where applicable.
•S53 Mineral land use consents.
•Liaison with Land claims department and confirmation of no land claims.
•CARA approvals (if/where required).
Environmental:
•Environmental Authorisations (EA) and EA amendments- manage process and liaise with EAPs and/or specialists to ensure timelines are met, and provide the link between the EIA team and the company’s project developers and development engineers.
•Water use applications (WUL and/ or GA as required).
•Updates and approvals of EMPr and Final Layout approval processes.
•Management of pre-construction specialist site “walkthrough” and micro siting.
•Identification of need, and management of, pre-construction avifaunal monitoring.
•Biodiversity permits, including plan/tree removal permits.
•EA split of Facility/Grid Connection (i.e. Self-Build Eskom scope) where applicable, to Eskom Standards.
•Water use and/or Waste service provision, confirmation letters from Municipalities.
•Management of heritage mitigation, SAHRA permits etc.
Other/Technical
•CAA applications.
•Transnet and SANRAL wayleave applications (with engineer assistance/input).
•Liaisons with and approvals from SKA, S29 telecoms (e.g. Telkom/Sentech/MTN/Vodacom etc.)
General:
•Establish, manage and report on the relevant project permitting budgets.
•Help ensure that all projects deliver on their commitments and obligations in relation to Environmental, Social and Governance (ESG) aspects.
•Leading the environmental and social due diligence tasks, primarily for the project and business development teams, but also for the sales, EPC and O&M and whenever possible.
•Liaising with the respective statutory organisations and relevant stakeholders.
•Assisting with Client and subcontractor Environmental, Social and Governance review.
•Managing project compliance with Equator Principles and IFC Performance Standards.
•Permitting projects to be “bid ready” to be bid into certain procurement programmes.
•Preparation and compilation of bids and tenders.
•Project administration and record keeping.
•Occasional travel to prospective sites may be required.
Minimum Qualifications And Experience:
•3 year + Tertiary degree or diploma (or similar) in a relevant field (e.g. science, environmental, town planning, project management, project development).
•6 years + Post graduate work experience, with at least 3 years in a relevant related role (e.g. project development, environmental consulting, town planning, etc.)
•Proven experience of successfully managing multiple projects within budget and on schedule.
•Experience and Knowledge of the South African renewable energy industry (particularly large scale wind and solar).
•Proven ability to speak and write fluently in English.
•Possession of a valid, South Africa Code 08 driver’s license.
Desirable Attributes:
•8 years + Post graduate work experience
•5 years + of project development and land and/or environmental experience within the renewable energy sector or in other industries facing similar challenges, such as infrastructure and construction.
•Certificates/Additional courses in / or strong knowledge of Environmental Law.
•Certificates/Additional courses in Project Management
•Thorough understanding of the Department of Forestry, Fisheries and Environment (DFFE) Environmental Authorisation assessment process; ideally with respect to renewable energy projects.
•Motivated, driven and ability to self-manage.
•Strong administrative skills.
•Proven ability to work within a small project development team and across business units.
•Proven ability to solve problems creatively.
•Proficiency in a second language (preferably Afrikaans);
Location: Cape Town, Western Cape
Salary: R750 000 per annum
