Nexia SAB&T seeks to appoint a dynamic individual on a fixed term contract in Pretoria to fill the following position:
Director: Procurement and Supply Management
(REF: //3)
Job Purpose:
Ensure the improvement of health care financing to achieve effective universal coverage for the population and provide leadership to support the strategy and implementation for the establishment of the Office of Health Products Procurement, in preparation for National Health Insurance (NHI).
Responsibilities & Duties
- Development of a strategy and policy framework to establish the Office of Health Products
- Work with the Affordable Medicines Directorate and other appropriate DOH stakeholders to develop the strategy for the operationalisation of NHI with respect to contracting and contract management of medicines and health related products, and supply chain management.
- Develop the policies required for the implementation of the proposed strategy
- Contribute to the development of other associated policies, design planning frameworks and guidelines to operationalise the implementation of NHI.
- Development of systems for implementation of the Strategy and Policy Framework
- Develop processes and systems to support the implementation of the Strategy and Policy Framework to efficient selection, contracting and contract management, and the co-ordination of efficient supply chain management processes aligned to the Public Finance Management Act
- Lead the implementation of the processes and systems following approval of the Strategy and Policy Framework.
- Stakeholder engagement and consultation
- Identify all appropriate stakeholders and develop a stakeholder engagement strategy.
- Lead a consultation process including all relevant stakeholders on the proposed Strategy and policies, including public and private stakeholders.
- Implementation
- Contribute to and support the development and implementation of supply chain management information systems for medicines and related health products.
- Monitoring & Evaluation
- Ensure continuous business improvement in the procurement and supply chain management of medicines and related health products, aligned to international standards.
- The establishment of mechanisms to monitor and evaluate the risks inherent in the public procurement process.
Qualification, Skills, Competencies & Experience:
- A minimum qualification of a three-year bachelor’s degree / national diploma or equivalent NQF level 7 qualification in Public Health and Procurement or Supply Chain Management, Statistics or equivalent.
- Registration with a health-related professions council will be an added advantage.
- Extensive and appropriate experience in Public Health and Procurement management, three years (3) of which should at least be at senior management level.
- Exposure to the pharmaceutical industry is desirable.
- Experience should include planning, health economics and financing, supply chain management, and project management.
- Knowledge and understanding of the National Health Insurance Bill
- Knowledge of relevant legislation including the Medicines and Related Substances Act, the Pharmacy Act, National Health Act and the Public Finance Management Act and Treasury Regulations
- Display in depth understanding of the full supply chain and linkages between each element
- Familiar with the broad concepts such as the national medicines policy, essential medicines lists, standard treatment guidelines.

- Computer literacy, including full Microsoft Office Suite (Excel, Word, PowerPoint etc.)
- Ability to work independently and function as part of a broader team and willingness to work irregular hours and to travel
- Valid code 8 drivers licence.
