Minimum Requirements
- Suitable HSSE undergraduate qualification and/or a minimum of 5 years HSSE experience
- Extensive experience in HSSE Management gained in the Petrochemical Industry
- Valid Code B driver’s license
- Advanced driving skills
- Analytical ability and systems orientation

- Good working knowledge of MS Office

General Responsibilities
To effectively manage and minimize HSE risk within the area of responsibility by ensuring:
- Compliance with all HSE Policies, rules, guidelines, and legal requirements
- Promotion of a safe working environment and positively contributing to the company HSE KPIs and risk reduction strategies
- That HSE competency requirements are identified and enforced within the area of responsibility
Monitor and report to HSE Specialist Retail and B2B on the level of compliance regarding the implementation of HSSE standards, any local by-laws, and government legislation to minimize all risk pertaining to the company’s assets and stock.
Recommend suspension of operational activities when justified, in consultation with Management.
Ensure that HSSE Management systems are in place to satisfy the requirements of the Group by implementing, maintaining, and communicating the retail network manual.
Ensure internal HSSE Audits are conducted in line with the Business HSSE Manual.
Conduct all business-related Risk assessments.
Complete the MOC document for exceptional deliveries or any other required changes by the business.
Ensure that all Retail events and non-conformances are investigated and reported as required by legislation and advise on corrective and preventive actions, evaluating the effectiveness of the implementation.
Provide comprehensive updates and statistical analysis (Trends) of the KPI Data for the Area of Responsibility, including driving of action plan management for:
- RAMSES
- INTELEX
- COMPLYWORKS
- IZI Safety
Validate Ramses events for eForm uploads and Progress Cards submitted.
Load Adhoc Ramses events.
Follow up on overdue Ramses & Intelex cases for the Retail Network.
Validate the quality of the information entered. All Ramses events must at least be in status “Processing”.
Ensure all level 3+ and HIPO events have a REX and that the RCAT methodology is followed. All supporting documents must be attached to the Ramses event.
Ensure that the REX register is up to date.
Monitor the Progress Card App and send applicable reports to Ramses.
Compile and submit weekly HSE reports.
Monthly Responsibilities
- Complete HSE KPI Dashboard and submit to HSE Specialist Retail and B2B by the 6th of the following month.
- Submit monthly Ramses and Intelex downloads to Regional Sales Managers for validation by the 6th of the following month.
- Monitor progress of delivery constraints and give feedback to the sales team and logistics.
- Conduct audits and inspections, prepare feedback reports, identify possible corrective actions, and follow through on the effectiveness of corrective actions.
- Ensure all licenses and permits are in place, valid, and compliance managed by the responsible person as required by specific legislation and that all license requirements were met.
Ensure that all accidents/incidents are investigated, evaluated, and results reported regularly to Line management and relevant Retail departments.
Ensure all level events have a root cause investigation with appropriate close out of cases and findings.
Ensure that a REX is distributed to all staff and Dealers for level 3+ and HIPO events.
Carry out all site inspections within the area of responsibility as per the agreed schedule to report and assist in the closing of deviations.
Oversight and management of the Security Management System at Retail.
Immediately attend to a site with an emergency when required by the HSE Specialist Retail.
Carry out any other lawful and reasonable instruction by HSE Specialist Retail and B2B.
Advising and Training
Communicate and implement in conjunction with management staff, HSSE management systems for the Business.
Lead the training and implementation of the Business HSSE manual and systems.
Guide, advise, and train Retail Divisional Management on changes to legislation and related impacts as instructed by the Retail and B2B Specialist.
Manage continuous improvement of the HSE Management Systems and be a HSE Change Agent for the Department.
Ensure coordination of HSE activities:
- Risks: Retail projects and installations.
- Culture: Culture of compliance with HSSE requirements, specifically among TSA Employees, contractors, and Dealers.
- Legal: Culture of self-regulation on legislation and compliance thereto.
