Head of Capital Programmes (WCR5) - Westminster City Council
Location: City Hall, Westminster (Hybrid Working)

Westminster City Council is seeking an experienced Head of Capital Programmes (WCR5) to oversee the delivery of a substantial £35 million annual capital works programme, focused on maintaining and improving our housing stock of approximately 21,000 properties.
Key Responsibilities:
· Lead the delivery of the £35m annual capital programme, including:
· Window and roof renewals.
· Fire prevention upgrades.
· Kitchen and bathroom replacements.
· External decorations.
· Flat de-conversions.
· Manage a team of around 25 professionals, driving performance and delivering excellence in programme execution.
· Oversee contracts with two primary contractors: Axis Europe and United Living.
· Ensure compliance with the RIBA process from inception to completion, including commissioning, contract letting, on-site works, and final sign-off.
· Proactively engage with residents, ensuring clear communication and resolution of concerns throughout the programme.
· Provide regular operational and financial updates to stakeholders and senior management.
· Maintain and update the risk register, identifying and mitigating risks effectively.
· Conduct site visits regularly to monitor progress, quality, and compliance with safety standards.
Essential Requirements
· Extensive experience in managing large-scale capital programmes, ideally within housing or property management.
· Demonstrated leadership skills with the ability to manage and motivate multi-disciplinary teams.
· Proficiency in contract management and working with external contractors.
· In-depth knowledge of the RIBA process and delivering projects across all stages.
· Strong communication and stakeholder management skills, particularly with residents and senior officials.
· Financial and operational acumen, with a focus on delivering projects on time and within budget.
· A solution-focused approach with a strong commitment to maintaining high standards.
Work Environment
This role is based at City Hall, Westminster, with hybrid working arrangements and regular travel to various sites within the borough.
