Job Description
Background to TSS
The Technical Support Services (TSS) Activity helps USAID/Southern Africa address technical priorities and develop creative, innovative solutions to strategically allocate resources, strengthen connections with partners, and replicate best practices and effective program models. Through the TSS contract, Panagora Group augments capacity by providing technical, operational, and administrative support to USAID/Southern Africa’s portfolio. TSS deploys advisors in response to USAID requests for priority work with government stakeholders, implementing partners, and/or other entities. TSS supports USAID staff and teams to integrate creative solutions into routine work.
Background:
The consultant will provide technical assistance to the HAST Unit to strengthen the sustainability of HIV programs in South Africa. This work will focus on supporting financial sustainability planning, stakeholder engagement, and strategic implementation aligned with national health priorities and global frameworks. The consultant will collaborate with the National Department of Health (NDOH), USAID South Africa, UNAIDS, and other key stakeholders to ensure effective financial planning and alignment with the UNAIDS Sustainability Roadmap for 2030.
Key Responsibility Areas:
- Support Sustainability Planning for USAID South Africa’s Health Programs
- Develop financial models to address funding gaps and secure diversified funding sources.
- Engage with key stakeholders (e.g., USAID, UNAIDS, SANAC, Global Fund) to explore co-funding opportunities and common objectives.
- Conduct health economics analyses to prioritize cost-effective, high-impact interventions for sustainable financing by the NDOH.
- Contribute to UNAIDS Sustainability Roadmap for 2030
- Align the UNAIDS roadmap with South Africa’s national HIV health strategies and Accelerator Plan 2 objectives.
- Develop clear milestones and actionable steps for 2030 goals, focusing on resource optimization and program efficiency.
- Design a robust monitoring and evaluation (M&E) framework to track progress and adjust strategies as needed.
Key Deliverables:
- Alignment plan between the Conditional Grant and SA Sustainability roadmap
- Stakeholder engagement reports and presentations including identified co-funding opportunities and partnerships
- List of High-impact, cost-effective interventions identified to enhance HIV program performance and sustainability
- Document with proposed sustainability financial models for HIV
- Monitoring Framework with milestones to track roadmap implementation, with periodic review and reporting mechanisms
- Monthly progress meeting check-ins with USAID BHO
Requirements
- Postgraduate degree in Health Economics, Economics, Public Health Administration, Accounting, Finance, or a related field.
- 6–10 years of experience in health finance, policy development, stakeholder engagement, and financial capacity building, preferably with international organizations.
- Demonstrated expertise in HIV or TB investment cases, National Health Insurance (NHI) policies, Public Finance Management Act (PFMA), and health economics evaluation frameworks.
- Proven ability to design financial models and conduct health economic analyses to optimize resource allocation.
- Experience in developing and implementing M&E frameworks for health initiatives.
- Strong knowledge of South Africa’s health systems and regulatory environment.
- Excellent analytical and communication skills to present complex data to diverse audiences.
- Exceptional organizational and project management capabilities.
- Proficiency in crafting high-quality reports and presentations in English.
Reports to: Panagora Project Officer: Talent Acquisition and Onboarding and will collaborate closely with USAID, NDoH and key stakeholders, with monthly check-in meetings with the USAID team.
Location: This is an activity-based consultancy in Pretoria, South Africa.
