Our Client is a mixed-use property development in Cape Town combining office, retail, residential and leisure components in an integrated, stimulating and aesthetically pleasing urban environment.
They are looking for a Safety, Security and Risk expert to strategically identify, address and manage all safety and security risks and threats facing the precinct and implement measures to safeguard the organisation and stakeholders including property owners, residents, tenants and visitors as well as their assets.
Key responsibilities include:
Develop, communicate and implement the Emergency Risk Management Plan
• Review, maintain and, when necessary, implement the Emergency Risk Management (ERM) Plan.
• Conduct risk assessments to determine the nature and extent of risk
• Ensure compliance with related legislation, policies, document, and procedures and ensure alignment with strategy.
• Ensure the relevant ERM training takes place and that disaster recovery, business continuity and rehabilitation programs are in place.
• Provide strategic direction, manage and oversee the successful implementation of bi-annual major simulation exercises and more regular smaller exercises.
• Procure the required ERM essential goods and services and allocate equipment and resources to enable an immediate and appropriate response.
• Guide event managers on safety and security aspects during event application processes and ensure event application requirements are enforced.
• Plan, coordinate and execute medical, traffic, security and crowd control plans during events.
Develop security and risk strategy and drive initiatives
• Review actual and potential threats and risks and develop and implement initiatives to address them.
• Drive and manage the implementation of security-related strategies, including Service Operations Centre operations, CCTV surveillance and license plate recognition and facial recognition systems.
• Assist the SAPS wherever possible in both the compilation of dockets and investigative processes and follow cases through to successful conviction.
• Manage large safety and security projects.
Manage Safety and Security Division and the contracts with security service providers
• Manage the day-to-day operations of the safety and security division whose areas of responsibility include crime prevention, traffic management, by-law enforcement, disaster risk management, firefighting, emergency rescue as well as related security operations centre functions.
• Resolve all security related queries and complaints in a timely and appropriate manner.
• Review and evaluate the performance of the security service providers and ensure service providers are maintaining terms of contract.
Stakeholder Management
• Identify and engage with all stakeholders as per security service needs (community, policing, surveillance).
• Understand, analyse and interpret stakeholder needs to ensure an integrated security service that is mutually beneficial.
• Establish, build and maintain relationships with safety and security authorities and service providers as well as with the relevant goods and services suppliers and third parties.
• Liaise with property owners, residents and tenants and the respective emergency services concerning hosted events or functions and ensure that rules, regulations and certification are respected.
• Work closely with the transport manager to manage transport issues and to co-ordinate quarterly and ad-hoc taxi inspections.
Traffic Management
• Assist in the design and development of traffic management plans, including speed camera application, traffic law enforcement, traffic signal timing, congestion points, pedestrian flows and traffic calming measures.
• Manage traffic officers and their daily operations.
• Plan and execute Special Traffic Law Enforcement operations including taxi operations.
• Analyse and update traffic flow patterns and traffic enforcement statistics.
• Manage public awareness campaigns and deal with complaints.
Minimum Requirements / Formal Qualifications
• Relevant security qualification in management or other relevant field.
• PSIRA registered Grade A
• Ten years middle/senior management experience within security industry responsible for all security related functions including Emergency, Health & Safety, Fire of which two years must have been at a strategic level
• Knowledge of risk management, emergency preparedness and compliance
• General interest and understanding of human behaviour to understand potential sources of risk
• Knowledge of critical business functions and an understanding of the principal risks and controls in these areas
• Computer literate and fully competent in MS Office
