The Humanitarian and Stabilisation Operations Team (HSOT) is contracted through Palladium by the Foreign, Commonwealth & Development Office (FCDO) to provide support services and an operational team delivering advice and assistance on humanitarian disasters and emergencies.
The Deployment Roster Manager is responsible for ensuring the quality and responsiveness of HSOTs pool of deployable experts on behalf of OCSM and HRG, as well as recruiting for future demand in coordination with clients and HSOT teams.
You will be responsible for, and motivated by, the challenge of refreshing the current HSOT Roster and its associated systems and processes.
You will build on the positive reputation of HSOT deployments to date, understand the importance of pro-active client management, and harness the Roster as a tool to develop and promote the HSOT service offer to FCDO. In doing so, you will raise the profile of HSOT deployments within current clients and other external audiences.
You will be outcome led, reviewing, and streamlining processes, SOPs and supporting documentation in response to ongoing demand, trends, and client feedback. With the DD Deployments, you will work to establish and demonstrate a culture of continuous improvement with respect to the Roster function.
Primary Duties and Responsibilities:
Responsible for managing recruitment of Humanitarian experts to and from the roster.
Develop and lead an entrepreneurial approach to refreshing the current Roster in line with new FCDO structures, policy priorities, and deployment/response demand profiles.
Continuous recruitment to the roster to meet the current and future demands using effective strategies in consultation with capabilities across the team.
Establish relationships, clear interfaces, and opportunities for working with and sharing information across all of HSOT to both ensure Roster recruitment strategy and priorities are up to date and informed by team experience and operational/contextual reality.
Liaise with FCDO, the HSOT Security Team, the HSOT Deployments Team and Roster recruits to actively manage and communicate security clearance requirements and timelines; at all stages of the recruitment and deployments process, including initial TOR discussions with client.
In coordination with the Deployments team, develop and deliver a rapid-response recruitment process to onboard non-Roster expertise within 7 days of a client request, with clear guidelines for managing client expectations and ensuring clear TORs are provided.
Establish close working relationship with FCDO clients to improve the quality and effectiveness of the HSOT service offer through improved systems and process (related to Roster Management) and anticipate/predict future demand and emerging trends.
Provide inputs as required into Deployment Team training and onboarding with respect to Roster functionality/processes and associated client management.
Lead the approach to new Roster recruit onboarding within HSOT, relevant to skill set and deployment profile. Also develop an approach to refreshing current Roster experts with respect to HSOT deployments.
Client Relationship Management
Responsible for developing and managing relationships with FCDO, promoting, and developing Roster and deployment capability.
Pro-actively escalate issues/opportunities, seek client feedback, and evaluate developing need; leading on improvements to HSOT
Roster systems and processes and/or direct action with respect to Roster recruitment priorities as required.
Financial Management
Ensure all deployable experts on the Roster have agreed fee rates in line with agreed HSOT contractual margins.
Business Development / Other
Take an entrepreneurial approach to ongoing Roster recruitment and optimisation, ensuring the right experts are available for day-to-day client and response deployments, while building demand through pro-active recruitment of expertise to address emerging trends and issues.
Develop and manage a Roster communication strategy, in coordination with HSOT DD Deployments and Comms Officer, to: raise awareness and demand for HSOT services within current FCDO client base; identify and increase engagement with, and quality of, potential candidates for the Roster including communicating HSOT processes for maintaining Roster readiness, including criteria and frequency for regular review, training and streamlining of available expertise.
Ensure compliance with company policies, SOPs and Guidelines and client rules and regulations (covering as required security, occupational health and safety, risk management, planning, human resource management, monitoring, reporting, finance, procurement, logistics, IT, communications, audit support and all other operations matters)
Ensure all SOPs are followed with respect to Roster recruitment and management, including safeguarding and risk management concerns.
Required Qualifications:
- Experience of sourcing, recruiting and managing a diverse range of candidates.
- Experience of working with external and internal stakeholders
- Strong client management skills
- Ability to work in a fast paced environment and deliver to tight deadlines
- Previous experience of working within recruitment preferably within public sector.
- Exceptional project management and organisational skills
- Candidates must have the Right to work in the UK and two year footprint in the UK
