Overview:
The SDL Training Facilitator is integral to ensuring an organization meets its obligations under the South African Skills Development Act and Skills Development Levies Act. The facilitator is responsible for developing, implementing, and managing training programs that qualify for Skills Development Levy (SDL) rebates, thereby fostering the continuous development and upskilling of employees, which contributes to the overall growth and competitiveness of the organisation.
Key Responsibilities:
- Training Program Development:
- Design, develop, and align training programs with the company’s strategic objectives and the requirements of the Skills Development Act.
- Register training programs with the appropriate Sector Education and Training Authority (SETA).
- Create and update learning materials, assessments, and evaluations to meet the specific needs of the organization.
- Facilitation and Delivery:
- Facilitate engaging and effective training sessions, workshops, and learning interventions across various platforms, including in-person, online, and blended learning environments.
- Adapt training delivery methods to cater to diverse learning styles and ensure maximum engagement and retention.
- Compliance and Reporting:
- Maintain detailed records of all training activities, including participant attendance, assessments, and evaluations.
- Prepare and submit required documentation for SDL rebates in compliance with SETA standards and deadlines.
- Continuously monitor and assess the effectiveness of training programs and provide recommendations for improvements based on data-driven insights.
- Stakeholder Engagement:
- Collaborate with internal stakeholders, including HR and department heads, to identify training needs and opportunities for skills development.
- Serve as the primary liaison with external stakeholders such as SETAs, training providers, and auditors to ensure compliance with SDL requirements.
- Budget Management:
- Oversee the training budget, ensuring all expenditures are aligned with SDL rebate eligibility and within the allocated financial plan.
- Optimize training resources to ensure cost-effective delivery without compromising quality.
- Continuous Improvement:
- Stay abreast of changes in legislation, SETA requirements, and best practices within the skills development landscape.
- Proactively refine and enhance training programs to meet evolving business and compliance needs.
Experience:
- Minimum of 3-5 Years Experience:
- Proven experience in designing, implementing, and managing training programs, particularly within the framework of the South African Skills Development Act and Skills Development Levies Act.
- Experience working with SETAs, including the submission of Workplace Skills Plans (WSP) and Annual Training Reports (ATR).
- Demonstrated ability to manage training budgets and optimize resources for maximum impact.
- Specific Industry Experience:
- Experience in the specific industry or sector relevant to the organization, with an understanding of sector-specific skills gaps and development needs, is highly advantageous.
- Track Record of Compliance:
- A proven track record of maintaining compliance with South African labour laws and SETA requirements, including successful audits and rebate claims.

- Ability to plan, execute, and monitor projects from inception to completion, ensuring alignment with strategic goals.
- Legislative Knowledge:
- Comprehensive knowledge of the Skills Development Act, Skills Development Levies Act, and the Basic Conditions of Employment Act.
- Understanding of the Employment Equity Act and its implications for training and skills development.
