Strategy and Communications sits at the centre of the organisation, bringing together several teams with organisation-wide remits and mutual collaboration opportunities.
The work of the directorates teams includes delivery of major events, designing and leading public affairs or marketing campaigns, providing data, evidence and analysis, leading cross-organisational programmes, to making sure we plan for and can respond to emerging events or emergencies in our city.
Working with over 170 organisations the London Resilience Unit delivers and coordinates resilience services across the capital on behalf of the Mayor of London and Local Authorities.
London Resilience Unit supports the work of London's key agencies in assessing risks, working to reduce the likelihood or impact of those risks and, where risk can't be eliminated, preparing arrangements to respond, recover and learn from emergencies.
This exciting role will work with key stakeholders across the partnership to ensure London responds to and recovers from emerging risks. The candidate will have a key role in producing and developing multi-agency plans and procedures as well as be involved in the training and exercising of these plans.
The job will involve working unsociable hours from time as well as being part of an on-call rota, and qualifies for an on-call allowance/unsociable hours payment.
The post holder must be willing to undergo National Security Vetting processes to the level of Security Cleared. This process requires the post holder to have been resident in the UK for a minimum of the last five years. Individuals will not be expected to hold existing National Security Vetting in order to apply for the post.

Principal accountabilities

To lead on the development and maintenance of multi-agency plans, policies and procedures.
To support multi-agency risk assessment, training, exercising, learning and improvement, and assurance of emergency response capabilities.
To support resilience planning arrangements for London that reflect the requirements of the Civil Contingencies Act and associated guidance.
To take a proactive role in supporting the policy delivery and service improvement for resilience services and to work closely with the London Resilience Manager on specific policy issues.
To deliver specific resilience policies or elements of them which are relevant to the London Resilience Partnership. (This may include: risk assessment; development of partnership emergency response capabilities, training and exercising, assurance, learning and improvement and LRU internal response arrangements.)
To develop and prepare reports for multi-agency audiences, based on research, consultation, analysis to be published on different systems.
To provide support to the London Resilience Unit, the London Resilience Partnership and London Local Authorities in response to an Emergency or Major Incident.
To promote the work of the Partnership through the London Resilience Group and provide resilience expertise, advice and support to the London Resilience Partnership and wider stakeholders
To build strong and effective working relationships with internal and external stakeholders at all levels of seniority.
The London Resilience Unit performs an emergency response function 24 hours a day, 365 day a year, in support of the London Resilience Partnerships, and London local authorities strategic coordination arrangements.

Person specification

Technical requirements/experience/qualifications

Excellent research and analysis skills, and the ability to write detailed technical reports and presentations.
Excellent interpersonal skills, and the ability to build strong working relationships and with multi-agency partners.
Experience of planning and delivery of projects, and co-ordinating the work of a range of stakeholders.
Experience of working in resilience, contingency or emergency planning, risk management, or a related field, or a related academic or vocational qualification.
An understanding of the organisation of local and central government, the emergency services, health, voluntary, community, business, and/or utilities sectors.
Knowledge of the Civil Contingencies Act, regulations, guidance, and the duties of category one and two responders.
Experience of managing projects and co-ordinating a range of functions and developing strategic plans and policies.

This role is based at Palestra or London Fire Brigades Head Office (Union Street SE1 0LL)

GLA staff are hybrid working up to 3 days a week in our offices and remotely depending on their role. As part of this, you will need to split your time between home working and coming into the office.
