Responsibilities:
- Responsible for the production of estimates or part estimates under the appropriate cost code of accounts as required by the contract or requested by the Chief Estimator or Manager, Project Controls.
- Ensures estimates are produced to required technical quality.
- Ensure historical/statistical data are collected in a format suitable for use on future estimates.
- Ensure maintenance and development of technical work practices as delegated by the Chief Estimator or Manager, Project Controls.
- Allocated projects, irrespective of size, that require a capital cost estimate to be conducted, have the appropriate documentation in place required to record the estimate methodology and basis, the cost estimate itself, and necessary backup documentation.
- Estimate documentation is consistent in format and presentation.
- The allocated capital cost estimate is commenced with an Estimate Plan, approved by the Client, Senior Estimator or Manager, Project Control, detailing the methodology to be undertaken in compiling the estimate, appropriate for the expected level of accuracy to be achieved in the estimates.
- The Estimate Plan is aligned with corporate and contractual procedures as a minimum, but ideally also internationally recognized best practices such as AACE RP 18R-97.
- The allocated capital cost estimate is developed in accordance with the specific Estimate Plan, to the required quality to meet the expected estimate accuracy, is reviewed by the Project Team and corporate leadership as required by the relevant delegation of authority and the Client.
- Records of the reviews are available, and the estimate is submitted on time.
- The allocated capital cost estimate is saved in the appropriate, correct folder, is concisely indexed and numbered for full future traceability.
- Allocated projects for which an estimate has been undertaken and which have gone into the execution phase have actual quantities and costs compared with those of the estimate for future reference and quality improvement.
Qualifications:
- National Diploma in Engineering or Quantity Surveying or equivalent, or sufficient relevant experience over and above that stated below, in lieu of qualification requirements.
- Desirable: BSC Engineering Degree or Quantity Surveying or equivalent.
- Registered as a Professional Quantity Surveyor with the South African Council for the Quantity Surveying Profession.
Knowledge, skills and experience:
- Minimum 4 years working experience in a relevant industry environment.
- Competent/proficient user of MS Excel, MS Access, and MS Word.
- Desirable: Advanced user of MS Excel, MS Access, exposure to and understanding of the engineering and technical environment, in particular in the oil and gas sector.
